“Officer Black Belt” opens with an introduction to the lead character, Jung-do, who does things that make him happy. Among those things are martial arts and E-Sports. Besides playing PubG with his friends, Jung-do helps his father deliver chicken to the customers. One day, when Jung-do finishes delivering food, he comes across two men fighting. To Jung-do, it is entertaining at first. But soon steps in as one man stabs the other. Since Jung-do is good with martial arts, he takes down the offender.
Later, Jung-do learns that he has saved a martial arts officer from an ex-con. At the station, Jung-do is offered to substitute for the martial arts officer Jung-do had saved. Since it is a lot of work and requires less manpower, Director Kim Sun-Min asks if Jung-do is interested. Since Jung-do does things he enjoys, he decides to try this job.
As his duty, Jung-do needs to monitor all the ex-cons who are released from prison. This is done by tracking the anklet. First, if the martial arts officers see that the anklet battery is low, they need to call the person to convince them to charge it. If they don’t comply, a team of two will reach the person’s location to sort out the issue. The first person Jung-do has to deal with is Yang-ho.
When Jang-do and Sun-Min arrive at Yang-hoโs location, it seems Yang-ho is forcing himself on a woman. As Jang-do predicted, Yang-ho tries to escape through the window. As soon as Yang-ho climbs out the window, Jang-do arrests him. Jang-do continues to do his job well. One day, Sun-Min takes Jang-do and his friends for dinner.
Will Jang-do become a martial arts officer permanently?
When they get out, Sun-Min gets a call to chase Do-Woong. Unfortunately, when Sun-Min and the group arrive at the location, Do-Woong is not seen. So Jang-doโs friend Moisture brings out his drone to track Do-Woong. Since Sun-Min has an issue with his legs, Jang-do chases Do-Woong alone. When Jang-do attacks Do-Woong, he puts a knife to his neck, threatening to kill himself.
Through Jang-do, Sun-Min talks to Do-Woong, convincing him not to waste his life. After that, Jang-do thinks Sun-Min is cool and is inspired by him. There is a new problem now as Kang Ki-Jung is released from prison after serving time for sexually assaulting children. Now, there needs to be a task force to monitor Ki-Jung.
Usually, Jang-do visits a hair salon as the owner is like an aunt to Jang-do. When Jang-do arrives to get a military cut, he sees a suspicious-looking man. Once again, Jang-do spots the same man at a restaurant, making a waitress uncomfortable. Jung-do arrives at work early that day, and Sun-Min calls Gum-Nam to check on him. As soon as Gum-Nam receives the call, he says he will do whatever pleases him that day.
Jang-do and Sun-Min split and look for Gum-Nam. An instinct pulls Jang-do to his hair salon, where he finds Gum-Nam trying to sexually assault the woman. Immediately, Jang-do breaks in and arrests Gum-Nam. After that, Jang-do asks Sun-Min to join the force permanently. Hearing this, Sun-Min is thrilled and asks to join the task force that will monitor Ki-Jung.
What will Jang-do discover?
When Ki-Jung is released, there is an outcry in the locality as they want a severe punishment for Ki-Jung. That night, Ki-Jungโs friend meets Ki-Jung to offer them a job. The next day, Ki-Jung visits a location to meet a man who gives money to make child pornography videos. Since Jang-do is suspicious, he follows Ki-Jung to the parking lot and sees a tinted car.
The people inside discuss getting rid of Jang-do quietly. The next evening, a young girl is kidnapped and sent to Ki-Jung. The hideout for Ki-Jung to make the videos is in the same building where he lives as the anklet, cannot determine the movements within a building. Throughout the day, Jang-do keeps an eye on Ki-Jung, tracking his movements. At the same time, Sun-Min needs to go with Min-jo to chase Yang-ho. That night, Jang-do looks around Ki-Jungโs building, and Sun-Min and Min-Jo arrive at a warehouse.
There, they hear a woman screaming for help. Min-Jo and Sun-Min run in the direction of the voice only to realize Yang-Ho is playing it on his speaker. Along with Yang-ho, many more goons attack Min-jo and Sun-Min. After trying hard to fight back, both Min-Jo and Sun-Min are down, hurt, and bleeding. At the same time, Jang-do hears the muffling of a girl and knocks on the door.
Soon, Jang-do realizes Ki-Jung wonโt open the door, so he breaks open the bars of the window. When the neighbors get out, Jang-do asks them to call the police. Inside, Jang-do finds a small girl tied up with a camera recording. Jang-do fights Ki-Jung and his companion. Unfortunately, Jang-do gets stabbed and beaten. When the cops arrive, Ki-Jung and his partner escape. Thankfully, the little girl survives, and Jang-do recovers in the hospital. The police are searching for Ki-Jung as he has broken his anklet and cannot be traced. Unfortunately, Sun-Min has a broken neck and is undergoing surgery while Min-Jo has been declared brain dead.

Soon, Jang-do recovers and gets a Brave Citizen award. At the ceremony, Min-juโs (the girl Jang-do saved) aunt arrives to thank Jang-do. Sadly, Min-ju is so afraid she is refusing to step out of the house. The only thing that cheers up Min-ju is talking about Jang-do. After hearing that, Jang-do and his friends decide to help the police in anyway they can to catch Ki-Jung.
First, they get to know the owner of the car that Jang-do saw in the parking lot while chasing Ki-Jung. The owner is Min-wook, and the group breaks into his house. After beating him, they ask about Ki-Jungโs location. At the same time, Moisture finds a terabyte worth of child pornography videos in Min-wookโs computer. In anger, Jang-do hurts Min-wookโs eye. They give Min-wook a chance to reveal Ki-Jungโs location in exchange for getting his eye treated immediately. Once they get to the location, the group informs the cops about Min-wook.
As the group is ready to chase Ki-Jung, Jang-doโs father stops Jang-do from doing anything dangerous. Jang-do tells his father that he didnโt know about anklets or what martial art officers did before. Furthermore, after escaping from Jang-do, Ki-Jung made more videos of hurting children. After learning all this, Jang-do cannot ignore things and needs to do whatever he can to protect the children.
How does Jang-do’s transformation reflect the film’s themes of purpose and redemption?
Jang-doโs father lets Jang-do go and catch Ki-Jung. When the group arrives at the location, they split up and look for Ki-Jungโs location. Meanwhile, Moisture captures everything on his drone. Soon, Jang-do finds Ki-Jung and his underlings. After fighting the underlings, Ki-Jung and Jang-do fight. As the fight continues, Jang-do is hurt badly, but Moisture saves the day by attacking Ki-Jung with his drone. Now, Jang-do arrests Ki-Jung. Jang-do and group get exemplary service awards. At the ceremony, Min-ju shows up, making Jang-do happy. In the last scene, Jang-do and Sun-Min rush to chase after another ex-con.
Ultimately, Jang-do completely embraces his job as a martial arts officer. In the beginning, we see Jang-do as a person who didnโt have any goal and just enjoyed doing whatever he wanted. Towards the end, Jang-do finds a purpose, and this job also brings him joy. Even though the film is about a team that tracks ex-cons, there are a lot of positive elements to it.
Along with action and comedy, the film delves into the human condition’s positive and negative aspects. Jang-do’s most significant turning point was when he saved Min-ju. His intention to make sure the children and innocent people were safe came from watching Min-ju struggle with the trauma inflicted on her. Along with Jang-do, Jang-doโs friends start to work towards helping people. Seeing their friend work hard motivates them to do so as well. Towards the end, we see Jang-do and Sun-Min continuing to work together.
