The film opens with Fok Chi-ho’s voiceover outside the courthouse, promising to speak the truth and nothing but the truth. On July 17, 2017, Fok received orders from the headquarters that their assault team was under attack. During this time, Fok is a police officer, and his team cracks down on drug traffickers. There is a problem on this mission as we see the scene shift to the court proceedings. When Officer Fok saw his colleague Leung Mei-yee chasing the defendant, Cheung Man-bing, Fok followed them. After getting caught, Cheung claims he has nothing to do with the drug traffickers. Moreover, at the location where the drugs are found, Cheung’s fingerprints are not found.
In an attempt to escape, Cheung pushes Leung. To save Leung, Fok jumps from a height, injuring himself. The court pronounces Cheung not guilty. After the incident, Fok moved to the Department of Justice (DOJ) from the police force. On his first day, as his colleagues discuss a hypothetical case, Fok has a different perspective than the rest—the team bets on the loser, treating the others with a beer. The immediate superior for Fok is Bao Ding, who has substantial experience as a lawyer. The first case, as a prosecutor for Fok, involved a drug-related case. The customs received a tip-off about one kilogram of cocaine that was going to be imported into Hong Kong. Following the lead, the cops arrive at Ma Ka-Kit’s house.
What does King-Wai reveal about Ka-Kit?
The young man is frightened to see the cops and starts running. Once the police catch Ka-Kit, Ka-Kit insists he only lent his address and the package’s owner is Chan Kwok-wing. When the police check Chan’s house, they find drugs. After being in detention for three months, Ka-Kit changes his testimony and pleads guilty. The lawyers, Lee Sze-man and Pak Man ask Ka-Kit to plead guilty to reduce his sentence. Just before the trial, Lee Sze-man cracks a deal with the prosecution to withdraw the case against Chan in return for a confession from Ka-Kit. However, Fok is unwilling to do that, but his boss, Yeung Dit Lap, agrees to cooperate with Lee. While Fok’s philosophy is to find truth and bring justice, Yeung is unwilling to waste time on anything complicated.
During the proceedings, Fok does not object to Ma Ka-Kit’s confession but retains the charges against Chan. The drug possession case will be scheduled for a trial. After court, Fok chats with his cop buddy Lee King-Wai, who oversees Ka-Kit’s case. According to the police, Ka-Kit has had a difficult life. When Ka-Kit was a child, he lost his father to an overdose, and his mother was an addict. Often, Ka-Kit would be hospitalized because of his mother’s beating, and his grandfather came to Ka-Kit’s rescue and took charge of raising him. King-Wai sees a drug trafficker the police force has been after and chases him into the alleyways. The drug traffickers continue to grow in number and attack King-Wai. Soon, Fok comes to King-Wai’s rescue. Eventually, the police force arrived and arrested the drug trafficker’s gang.
Why does the court find Ka-Kit guilty?
When Uncle Ma visits Ka-Kit in prison, he reveals that a first offender is serving 8 years, so even if the sentence is reduced, Ka-Kit will be in jail for many years. Immediately, Uncle Ma visits Lee and Au Pak, blaming them for Ka-Kit’s confession. Despite it all, Ka-Kit applies for a reverse plea. During the appeal, the lawyer claims that Ka-Kit is unaware of the law, and because of Lee and Au Pak, he confessed to a crime he didn’t commit. At DOJ, Bao and Yeung are mad at Fok for not protesting the reverse plea as a prosecutor. Since it seems like Fok is helping the defendants, Yeung makes Bao the lead prosecutor and asks Lee and Au Pak to testify against Ka-Kit.
It’s the day of the trial, and King-Wai is cross-examined. When it is Lee’s turn, she does not admit to misleading Ka-Kit in any way. Hearing this, Uncle Ma gets worked up and is asked to leave the courtroom. After the defendant cross-examines Au Pak, Fok uses Au Pak’s words against him to prove a point. According to Au Pak, Ka-Kit is naïve and easily influenced. By this logic, it is apparent that Lee and Au Pak influenced Ka-Kit. However, the judge cannot understand why Fok is helping Ka-Kit.
The defendant now brings three letters that state Ka-Kit’s dishonesty from previous employers. However, Fok says until the authenticity of the documents is confirmed, they cannot be used against Ka-Kit. Based on the court proceedings, the evidence presented, and the jury’s verdict, the defendant, Ka-Kit, was found guilty and sentenced to 27 years in prison. Moreover, the presiding judge ruled that Chan was not guilty.
Who are Au Pak’s collaborators?
Soon, Fok meets Uncle Ma and finds him in a parking lot. Now, Fok urges Uncle Ma to file an appeal. To Fok’s surprise, Uncle Ma has already exercised his rights. After the court’s verdict, Uncle Ma is upset and walks away from Fok. Suddenly, Fok notices a speeding car driving towards Uncle Ma. Instinctively, Fok rescues Uncle Ma and chases after the man behind the wheel. However, the man jumps off the building and escapes. Later, Uncle Ma takes Fok home. Seeing how Uncle Ma lives, Fok is humbled and more determined to fight for Ka-Kit. Through the conversation, Fok learns about Ka-Kit’s previous employer.
The man’s name is Lau Siu-Keung, and he is connected to Lee and Au Pak. Over the years, Lau has opened many restaurants and bars and collaborates with many triad leaders. All of Lau’s businesses are managed by Au Pak’s law firm. Although Au Pak himself has committed many crimes, he has escaped. When Au Pak was in prison, he learned the law and now helps people. Moreover, in prison, Au Pak meets dangerous but profitable men like Sang and Tung, his current allies. Currently, Sang and Tung are conducting their drug trafficking business in peace. However, there is an issue with delivery because cops have seized the package. So Sang asks Au Pak to ensure everything is delivered, and Sang will manage the people hindering them in court.
What happens to Uncle Ma?
To capture evidence, Bao is in Lau’s bar and discovers that Lau and Chan are step-brothers. Unfortunately, Chan spots Bao capturing a video, so Lau and Chan leave the party, leaving the bodyguards to fight Bao. Before they can harm Bao too much, Fok arrives and fights the goons. The goon’s numbers keep increasing, but Fok keeps fighting. One of the goons hits Fok with a fire hydrant, and Fok falls unconscious. Thankfully, King-Wai arrives with the cops on time and helps Fok. Since everything needs to be reported to Yeung, Bao provokes Yeung by saying that Yeung is on Au Pak’s case every time Au Pak gets away. In a restaurant somewhere, Fok and Uncle Ma have a meal and make plans for the future.
For a minute, Fok steps out, but when he returns, Fok sees Uncle Ma murdered. For the first time, Ka-Kit breaks down while talking to Fok. At DOJ, Fok, and Bao work relentlessly to collect evidence. The other employees tell Fok he was right about the hypothetical case, and each gives Fok a beer. Furthermore, they each take a box to help find leads. After looking through cases, they realize that many others have been in the same position as Ka-Kit. Now, the lawyers need one of them to come forward and testify in court. After many failed attempts, one girl agrees to help. The next day, Yeung visits Fok and says he will receive a notice in a month about Fok’s transfer from DOJ.

Now, Fok is furious and tells Yeung that he has evidence that Yeung and Au Pak have been collaborating. Hearing this, Yeung fights Fok only to realize that the threats are empty. Fok did that to evoke the fire of justice within Yeung. Since cops are looking for Lau, Tung kills Lau on a boat. It is important for Chan to testify against Au Pak so the cops find Chan. As Lau is dead, Chan reveals that Lau has left Chan with evidence against these men, and he will testify against Au Pak. On the way to the court, a truck hits King-Wai’s car. Thankfully, nobody is dead. After helping everyone, King-Wai asks Fok to leave with Chan as the court is in session. In the court, Yeung buys time until Chan can arrive.
At the court, Au Pak remembers Sang’s promise to kill Chan, and Au Pak needs to handle things in court. In a hurry, Chan and Fok board the subway to get to the court—however, Fok notices thugs surrounding them. So Fok fights these men, but Sang’s ally Kim Hung comes to fight Fok. Since the man is muscular, Fok struggles to fight him. In the end, Fok defeats Kim Hung and rushes to the court. Chan submits all the evidence and testifies against Au Pak. The court gives the verdict that Ka-Kit is not guilty. All the drug traffickers are arrested. Later, the judge apologizes to the public for initially making the wrong judgment. The film ends with Fok as the lead prosecutor.
Who is sent to prison?
Mak Chun serves life imprisonment for committing murder. Chan is sent to prison for 13 years for trafficking drugs. Kim Hung was given life imprisonment for committing murder. Yin Sang serves life imprisonment for conspiring to murder and trafficking. Lee is sentenced to two years in prison for obstructing the course of justice. Lastly, Au Pak serves 30 years in prison for conspiring with drug trafficking and obstructing the course of justice. Cheung committed another crime 8 years later and was given life imprisonment.
