At that time, Her Majesty’s Customs and Excise was struggling to control the illegal drug trade across Britain’s borders, which led to a secret operation where officers were given new identities and placed inside powerful criminal gangs. The 6-episode series follows these agents as they try to survive and gather information while living completely hidden lives. It feels similar to many undercover crime dramas, but it stands apart in a quieter way, especially through its very English sense of humour and the way it builds its characters over time.

The episode begins in 1990 after a 15-year-old boy dies from a heroin overdose in Liverpool. Around the same time, a cabinet minister’s daughter at Oxford University also dies from a drug overdose. The deaths increase public fear across England, and Angus Blake, Director of Investigations for Her Majesty’s Customs, is called to meet the Home Secretary. He is given six months and complete authority to stop the heroin smuggling crisis before Prime Minister Margaret Thatcher declares it a national emergency. Angus and Don Clark gather customs officers from across the country for a secret operation and put them through a difficult three-week training programme in Yorkshire. During the training, the volunteers learn surveillance, lock picking, and undercover skills.
Don closely observes Erin’s intelligence, Kate’s determination, Bailey’s talent for manipulation, and Guy’s ability to stay calm under pressure. After the training, Guy, Kate, Bailey, and Erin are selected for the mission. Erin stays at headquarters while Guy goes undercover in London and Kate and Bailey work in Liverpool. Guy starts following a Turkish gang in London and learns how violent and secretive they are. Angus introduces him to a Greek criminal named Mylonas, who helps him approach the gang. Meanwhile, Kate and Bailey become suspicious of a bread van making repeated rounds in Liverpool. Later, the Turks break into Guy’s apartment and threaten him while searching his belongings, ending the episode.

The episode begins in Pakistan and shows how heroin is produced using opium before being transported through Afghanistan into Iran and later to Istanbul, Turkey. In Istanbul, the drugs are packed into small packages and sent to England. One smuggler with an amputated leg hides drugs inside his fake leg to bring them into London. In London, Mylonas tells Guy that Hakan is testing him and advises him to follow Zeki to get closer to the gang. Guy soon discovers that the Turks use a laundry business as a front for their drug warehouse. He also notices Aziz distributing drugs across the country. Mylonas later takes Guy to a casino, where a fight breaks out after he is caught cheating. Guy helps him escape, and Mylonas believes the incident will make Hakan notice Guy.
Meanwhile, Kate and Bailey continue investigating the bread van operation in Liverpool. Erin tells them that bakery owner Jed Dalby recently bought an expensive house despite financial problems. She also reveals that Jed’s driver Dean, is suspected of fraud. Kate suggests replacing Dean with Shaun, a man who earlier offered to help their operation. Shaun successfully earns Jed’s trust and becomes his new driver. Elsewhere, Carter, the leader of the Liverpool gang, becomes angry after his men attract attention from the Turks. Bailey also deals with racist remarks from a police officer during surveillance. Why does Carter order Eddie to kill Shaun?
The episode begins in Liverpool as Eddie’s son Tommy returns home from the military. Tommy goes to a club, meets a woman, and starts using drugs with her at her apartment. He slowly becomes addicted and gives up on returning to the military. Meanwhile, Angus learns that the Liverpool gang and the Turks are now working together. Guy explains that he will act as the transporter for the Turks so he can help smuggle drugs into the country and learn more about both gangs. Angus worries that the operation could go wrong, while Don reminds the team to keep the London and Liverpool operations separate. Hakan and Carter discuss their partnership, and Hakan decides to test Carter. Aziz asks Guy to transport drugs and drop them at a bridge in Birmingham.
Guy later asks Don to allow the drugs through customs, but Don refuses to let illegal drugs pass through officially. At night, Kate and Bailey sneak into the Liverpool warehouse to gather evidence. They get trapped inside after the exit code changes, but Shaun helps them escape by cutting the building’s power. Later, Guy returns home worried about the risks of the mission, but Sophie promises to support him. At the docks, Guy notices customs officers arriving to inspect the shipment and quickly warns Don. Guy warns Don about another drug shipment arriving at Felixstowe, while Don asks Kate and Bailey to gather stronger evidence against Carter. Since Shaun can no longer help them, Kate decides to get close to Carter by pretending to live in the same apartment building. The episode begins with Hakan gathering Carter, Eddie, Mylonas, Aziz, and Guy for a meeting. He reveals that with their Istanbul partners dead, they must personally travel to Pakistan to bring two tonnes of heroin into England. Guy later informs Customs about the plan, while Erin explains that the drugs could be worth nearly 100 million GBP and destroy many lives across Britain. Angus worries about the danger of the mission and seeks help from the Home Secretary. Don arranges for Pete, a former Special Forces officer, to assist with transporting the drugs by boat from Karachi. Meanwhile, Bailey secretly meets Eddie, who still refuses to officially betray Carter even though he wants to stop him. Before leaving, Sophie helps Guy prepare for the trip and asks him to return safely.
Guy promises that once the mission ends, he will leave his undercover identity behind. Elsewhere, Kate and Erin continue searching for the police officer helping Carter. In Pakistan, the group meets drug supplier Mr Ayub Afridi, who takes them to Khyber. What happens at the end of Legends?
The finale episode of Legends (2026) begins with Carter tricking Eddie into exposing himself as Customs’ informant. After Eddie secretly passes information to Bailey and a raid takes place, Carter spots Bailey and realises the truth. He informs Hakan that Eddie betrayed them and later sends gunmen to kill Eddie, but Eddie escapes and promises Bailey that he will eventually return to kill Carter himself. Meanwhile, Hakan and Aziz collect the heroin shipment from Guy in Turkey after changing their original plans because of Eddie’s betrayal. Back in London, Angus becomes furious that the drugs are now so close to entering Britain. Guy and Bailey argue over the failed mission, and Don temporarily removes Guy from the operation.

Is Guy able to finish the mission?
Meanwhile, Guy struggles to return to a normal family life with Sophie and Lily. However, after being followed by one of the Turks, Guy decides to rejoin the mission despite Don’s warnings. Elsewhere, Carter meets Hakan and learns that the drugs are moving through Europe toward Britain. Does Hakan get arrested?
The Home Secretary orders Angus to shut the mission down, but Angus refuses and continues supporting the team. Kate, Bailey, and Erin later travel to Germany, where they delay Carter’s men from collecting the drugs. Eventually, Guy convinces Hakan to let him transport the heroin shipment himself. Don, Bailey, Kate, and Guy bring the drugs to Britain by sea while battling a dangerous storm. The ending of Legends (2026) shows that in London, the police finally raid the warehouse during the handover. Carter, Aziz, and later Hakan are arrested, and the two-tonne heroin shipment is confiscated. At the end of Legends (2026), we see Guy returning home to his family, but he still struggles to find peace after the mission ends.
Will there be a Legends (Season 2)?
Even though Legends ends with the major drug operation finally collapsing and several key players getting arrested, the story still leaves enough room for another season. Guy returns home, but the ending makes it clear that he is mentally exhausted and deeply affected by everything he experienced undercover. The final moments of the espionage thriller suggest that moving on will not be easy for him. At the same time, the world of organized crime shown in the series feels far bigger than just Carter and Hakan’s operation.
