When Raju finds out that a mining mafia has taken over the coast close to a nearby village, his leadership abilities are put on display. Because previous mining operations have resulted in coastal submersion, he is aware of the catastrophic consequences of such activities. Raju decides to confront the miners despite the danger.
Raju discovers that the mining mafia has no plans to halt their destructive operations when he confronts them. Rather than retreating, he acts decisively and compels them to cease operations. Sathya will not be quiet when Raju and the other fishermen languish in a Pakistani jail. She begins by making sure their families are paid by confronting their boss and insisting on outstanding wages. Her persistence then takes her to Minister Suhsila Swaraj, who undertakes to negotiate their release. Her efforts appear to have succeeded when Pakistan agrees to release the fishermen on India’s Independence Day.
But before the release is made possible, India abrogates Article 370, taking away the special status of Jammu and Kashmir. The action generates political tensions between the two countries. Pakistan retaliates by indefinitely suspending the release order of the fishermen, holding them in prison despite diplomatic pressure.
Inside the jail, Raju and his group are subjected to torture by Rakim Bhai, a ruthless terrorist who takes pleasure in torturing Indians. When Rakim’s henchmen desecrate an Indian map, Kittu, being young, rebels by hoisting the Indian flag. This act of defiance enrages Rakim and a bloody fight ensues. Raju rescues Kittu, fighting Rakim and his henchmen. As punishment, the authorities place Raju in solitary confinement.

Encouraged by Sathya’s persistence, the minister’s daughter decides to take up the matter and arranges for the release of the fishermen.
Not knowing about Sathya’s wedding, Raju is set to return home. But one fisherman, Lachi, lacks proper identification, and his release is postponed. Raju, being duty-bound as Thandel chooses to stay back. His fellow colleagues then inform him about Sathya’s wedding, and he is heartbroken. He still remembers the lessons of his father and chooses to do his duty at the cost of personal desires.
Meanwhile, Sathya doesn’t know about Raju’s conditions. Her fiancé Murali, though, knows how much she loves Raju. Since he knows that he can never replace Raju in her life, he happily arranges Raju’s flight home. On the day of the wedding, Murali announces his decision to withdraw from the wedding so that Sathya and Raju can get married.
Sathya, stunned by Murali’s generosity, rushes to Raju. On meeting each other, their feelings overwhelm them, and they confess their love again.
