The story focuses on survival, but it also shows how each character reacts when they are forced into a situation they cannot escape. For a survival thriller, the story moves at a relentless pace, and it rarely gives the audience even a small moment to breathe. The film keeps jumping scenes, and while that does keep the tension high, it also ends up rushing through moments that could have built a stronger sense of urgency or allowed some form of catharsis for these characters. Instead of allowing the danger to properly sink in, the film stays in constant motion from start to finish. Because of this, it starts to feel more overwhelming than truly gripping. It does remain engaging on the surface, but the speed of it all often works against the emotional weight the story is trying to carry.

However, some people remain, either because they cannot leave or because they choose not to. In this case, we have Dakota, who is one of those people. She is a teenager dealing with agoraphobia after losing her mother. She lives alone and is unable to step outside, even when the situation becomes serious. Her uncle, Dale, works nearby as a marine biologist. He studies sharks and is aware of unusual activity in the water as the storm approaches. He promises Dakota that he will come and get her.
Before the storm makes landfall, Dale and his coworkers notice that sharks are moving inland. They are using the rising water to move into areas they normally would not reach. We will dig deeper into this detail, which is important later, but at this point, it only adds to the rising tension. Another part of the story follows Lisa, who is nine months pregnant and has recently been left by her baby’s father. Despite the approaching hurricane, she is called in to work at her meatpacking job. She goes in, even though the situation outside is getting worse. When she finally tries to leave, she finds that the interstate has been closed. She is unable to evacuate and is forced to stay in town. She gets into her car and tries to find a way out, but the storm catches up to her.
How do sharks reach flooded streets?

The film also follows three foster children, Dee, Ron, and Will, who live with Mr. and Mrs. Olsen. Mr. Olsen refuses to evacuate and insists that the storm is nothing serious. He believes the house will hold and that they will be fine staying there. As the hurricane finally makes landfall, the situation changes very quickly. The levees protecting Annieville break, and water floods the town within minutes. Streets, houses, and buildings are all submerged, and people are left with no time to react. Lisa is caught in this moment, and her car is hit by a strong wave and pushed into a fallen tree. The tree punctures the vehicle, trapping her inside. She is left stuck in the car, unable to move, as the water continues to rise around her.
At the same time, a meatpacking truck nearby is damaged during the flooding. It begins to leak animal blood into the water. This draws sharks into the flooded streets. Dakota sees everything from her house. From her upstairs window, she watches as two men try to rescue Lisa from the car. Before they can help her, sharks attack them in the water. The rescue fails, and Lisa is left alone again. Even though Dakota is afraid to leave her house, she decides to act. She goes outside, reaches the car, and manages to free Lisa. She brings her back into the house, where they try to stay safe. However, the water level keeps rising, and it becomes clear that the house will not remain safe for long.
How does Dakota distract the sharks?
At the Olsen house, things are also getting worse. The windows begin to break, and water starts filling the house. Mr. Olsen decides to go to the garage to get their truck, which has a snorkel that can keep the engine running even in deep water. He and Mrs. Olsen leave the children inside while they go to retrieve it. In the garage, both of them are attacked by sharks. The children see this happen and realise they are on their own. Before they can secure the house, sharks enter through the water. The kids try to stay above the water by climbing onto the kitchen table, but they know they cannot stay there for long. They decide to go into the basement to get steaks, believing they can use them to distract the sharks. Even though going into the basement during a flood is dangerous, they feel they have no other option.
Back at Dakota’s house, Lisa’s situation becomes more serious. She is about to give birth, and the house is starting to break apart due to the flooding. They decide that they need to leave. There is a boat nearby that was left behind by the men who tried to rescue Lisa earlier. Since Lisa cannot move, Dakota decides to go and get the boat herself. She remembers something her uncle told her about sharks. Vibrations in the water can attract them because they think it is injured prey. She uses a vibrating toothbrush, places it inside a plastic bag, and throws it into the water as a distraction. While the sharks move toward the vibration, she goes to retrieve the boat. At the Olsen house, the children continue trying to survive. Mr. Olsen comes back badly injured and tells them to go out and get help. They refuse and continue with their own plan.

One of the children goes into the basement to get the steaks and finds a box of dynamite. This leads them to come up with a new idea. They decide to tape the steaks to the dynamite and use it to kill the sharks. Back at Dakota’s house, Lisa goes into labor. As she is giving birth, the structure of the house begins to collapse. The floor gives way, and she falls into the water while still in the middle of delivery. Despite this, she manages to give birth, and the baby survives. Now she is in the water with her newborn, surrounded by sharks, and with no way to protect herself.

How are Dakota and Lisa rescued?
Meanwhile, Dakota manages to get the boat and returns to Lisa. She uses a harpoon gun to fight off a shark and tries to get Lisa and the baby onto the boat. For a moment, it seems like they might escape. However, the situation changes again when the boat flips over. Dakota, Lisa, and the newborn end up back in the water, surrounded by sharks. At this moment, Dale arrives in his rescue boat. He throws an electromagnetic shark deterrent into the water, which drives away most of the sharks. However, there is still one shark that remains, and it continues to approach them. Before it can attack, a great white shark appears and kills the bull shark. After that, it swims away and does not harm the humans.
This leads to Dale pulling Dakota, Lisa, and the baby onto his boat, and they are finally safe. At the same time, the foster children put their plan into action. They need to attract the sharks so that their dynamite plan will work. They remember that vibrations can attract sharks, so they jump into the water and start thrashing around. Instead of going after them, the sharks go for the steak attached to the dynamite. One of the sharks eats it, and the dynamite explodes, making the plan work successfully and killing the shark. After that, the children make their way to the garage and escape using the snorkel-equipped truck.
